Considering that the answer is pretty much spelt out in the third hint, it's hard to be wrong
I've seen a number of players in the past year still have trouble by not noticing the card shaped spaces
If you hold a card partly over one of these spaces (and release), the card just pops into position
This is also pointed out here (the most popular Layton walkthrough, which is useful in case you run into more trouble)

Some players have a problem with this puzzle even when they know the right answer
The cards need to be placed in the card shaped holes (below the blue cards) rather than just shuffling around the cards at the bottom.
Dude that took me all of five seconds to find with Google.
