The key part of the question is that you need to "avoid defeat"
You don't need to win, just not be defeated
Arrange Layton's troops so they'll win two (4 vs 3 and 3 vs 2) and draw one (1 vs 1)

On a side note, the UK version of this puzzle is the same as the US version (the third puzzle battle isn't and both the UK and US solutions can be seen in this walkthrough)
